“Off of Civil Defence stated, “The extent of this devastation is unchartered in recent years. We are undergoing flooding, landslides, and destruction of infrastructure at the same time in numerous provinces.
CERF’S Forward Looking Actions an early response, the Central Emergency Response Fund (CERF) deployed its anticipatory action framework on November 6, 2023 moving close to USD 6 Million to five UN agencies to initiate early response activities. This was, in fact, the first instances of using the anticipatory action approach in the case of a typhoon in the Philippines. The trigger was activated once the forecasted wind speed from PAGASA was 185 km/h or greater, one UN humanitarian coordinator stated.
This action granted us the opportunity to position assets and personnel in strategic locations, thwarting a huge loss of lives in the eventuality.
Path of the Storm Typhoon Fung-Wong first made its landfall on November 9, 2023, south of Aurora province, Eastern Luzon in Casiguran Town with a maximum wind of 185 km/h. The storm sustained its strength while moving westwards in Luzon, the country agriculture belt, to wreak havoc.
As of November 10, the typhoon was still compromised, but still was a gigantic and serious threat as it continued toward the South China Sea. The next day, the storm moved north, bringing heavy precipitation and winds to the Babuyan Islands, then proceeded to Taiwan.
Impact on Taiwan and the Current Situation
The storm came in for its last landing on the 12th of November close to Checheng city in the southern part of Taiwan as a tropical storm with wind speeds of 83 km/h. The storms winds continued to diminish to 65 km/h with the storm center located around 100 km to the east of the northern part of Taiwan on the 13th of November .
Responses of the Government and the Problems Faced
The huge scale of evacuations brought to the Philippines was, as with the storm, the result of cooperation of the Office of Civil Defense and PAGASA. The storms wide area created a lot of challenges for the different units of the disaster response team.
“We are encountering a series of emergencies, from coastal storm surges in Aurora to landslides in the Cordillera mountains,” remarked a DSWD field officer. “The broad span of this storm has made it hard for us to use our resources, but the CERF anticipatory funding in particular has made it easier for us to meet our needs.
